LOUISVILLE MAGAZINE 8.16 29 JUST SAYIN' of color in the landscape — from green dotted with hundreds of little house roofs to a sun-blanched gray-brown, with little to exhibit but broad, flat rooftops, parking lots, footprints of razed buildings, truck trailers, train tracks and yards, discarded tanks and piles of metal and other scrap. I'd hit the western portion of the original 1983-designated Louisville Urban Enterprise Zone — 3.8 square miles of blighted commercial/industrial land in nine godforsaken U.S. Census tracts south and west of the downtown business district, where tax and regulatory relief were provided as incentives for private investment. On the east the zone ends at Ninth Street, generally speaking, although pieces reach to the railroad tracks just west of the University of Louisville campus; on the south the boundary is Algonquin Boulevard/Colorado Avenue. I was sitting there stunned at the starkness of the contrast when it hit me: The city has a huge heat-island problem, and this industrial wasteland — whose surface is almost exclusively categorized "impervious" — is a major cause of it. (As are downtown, the airport, Appliance Park, the current fairgrounds complex and other hot spots.) Why can't the city's Office of Sustainability use Google Satellite to pinpoint where canopy trees (heck, any trees) would be of strategic importance and put a four-foot auger bit to good use drilling holes in some of these impervious surfaces? But that's private property, you argue, and the owner may not consent. Negotiate, I say.
