Prompted by the unusual number of deaths, Santa Anita closed for 24 days to complete tests on its dirt track and implement North America's most stringent rules regarding horse medication, including a ban on all medications within 24 hours of a race. Some drugs given to Thoroughbreds can mask a potentially life-ending injury, while others can have dangerous side effects like dehydration. (Death investigations were ongoing as of press time.) The federal Horseracing Integrity Act, similar to a bill introduced in 2017, may get a hearing in the House this year. If passed into law, the act would create uniform standards for prohibited and permitted substances, and ban all medication within 24 hours of a race.
